Does the law empower the competent authority to delegate functions to other actors?

Section 21 (extract) -
(1) The Minister may, after consultation with a local authority, by notice in the Gazette—
(a) delegate to that local authority his powers of appointment of analysts or inspectors in terms of this Act;
(b) withdraw any delegation made in terms of paragraph (a) to that local authority.

Section 21 (extract) -
(1) The Minister may, after consultation with a local authority, by notice in the Gazette—
(a) delegate to that local authority his powers of appointment of analysts or inspectors in terms of this Act;
(b) withdraw any delegation made in terms of paragraph (a) to that local authority. (...)
(3) An inspector who has been appointed by a local authority shall exercise the powers and perform the duties of an inspector in terms of this Act only within the area under the jurisdiction of that local authority.
