29(1); The Minister may, by statutory instrument, appoint a committee for a fisheries management area declared under section twenty-six; provided that where the fisheries management area is in a Game Management Area, the Minister shall appoint the committee in consultation with the community resource board for that area.(2) A committee appointed under subsection (1) shall comprise- (a) six representatives from the local riparian fishing community who shall be elected by the local community; (b) representatives of the local authorities in the fisheries management area; (c ) one representative of the chief; provided that where a fisheries management area covers more than one chiefdom, each chief shall nominate a representative to the committee; (d) one representative of non-governmental organization operating in the fisheries management area; (e) one representative of the commercial fishing operators in the area; (f) one representative from the aquaculture industry; and (g) two other persons.
30(1); The functions of the committee are to promote and develop an integrated approach to the management and sustainable utilization of natural resources in a fisheries management area under its jurisdiction.
33(1); The Director may, under the fisheries management committee, appoint a zone and village fisheries management committee for the purpose of fisheries and aquaculture development in the area.
16(1); A local authority shall discharge functions conferred on it by this Act within an area of that local authority, and may, with the approval of the Minister, discharge that function outside of that local authority.

1; A local authority shall, in relation to general administration- [...] (c) maintain law and order and ensure local security and the good administration of the council.
3; A local authority shall, in relation to agriculture- [...] (e) control the keeping and movement of livestock; (g) establish and maintain grazing land; (h) take measures for the destruction and control of bees and of dangerous animals and reptiles.
5; A local authority shall, in relation to community development- [...] (d) control persons and premises engaged in or used for manufacture, preparation, storage, handling, sale or distribution of food items or drinks.
31; The National Government shall, in relation to the powers and functions of the local authority conferred by this Act- (a) facilitate the exercise of those powers and the discharge of those functions in a manner that gives due recognition to the autonomy of local authority; (b) formulate national policies, regulatory frameworks, guidelines and service delivery minimum standards for the local government system; (e) provide necessary technical support or assistance to local authority for the development of respective sectors in the districts within the areas of the local authority.
32; A Provincial Minister shall, in relation to the powers and functions of the Local Authority, monitor the performance of the functions at provincial level for the purpose of ensuring the implementation of the concurrent functions of the province and the exclusive functions of the local authority.
36(1); There is established in each ward a Ward Development Committee in the area of the local authority consisting of the following part-time members appointed by the Town Clerk or Council Secretary; (a) an elected zonal representative from each zone; (b) an extension officer from the department responsible for agriculture, fisheries and livestock or economic sectors appointed based on the economic activity predominant in the ward as determined by the local authority; (c) an extension officer from the department responsible for education; (d) an extension officer from the department responsible for health; (e) an extension officer from the department responsible for community development; (f) a representative from a local non-governmental organization in the ward; (g) a representative of the Zambia Agency for persons with disability; (h) a representative from a marginalized group; (i) a representative of the chief in the ward; (j) ward counsellor; (k) a trustee from the local authority; (l) a youth, sports and recreation focal point person; (m) a gender focal person.
3; The chief or headman of any village shall forthwith, on becoming aware or having reason to believe or suspect that any person residing in that village is suffering from any notifiable disease, give notice thereof, to a Medical Officer of Health or, in a District for which no such officer has been appointed, to the local authority.
4(1); Every person in charge of a school, orphanage or similar institution shall immediately report to the Medical Officer of Health, or in a District where no such officer has been appointed, to the local authority the occurence in such institution of any case of notifiable infectious disease [...]
13; The officer in charge of the police and every local authority shall afford every assistance to the Medical Officer of Health in effecting the isolation of infected cases, suspects or contacts.
27; The chief or village headman of a village shall forthwith, or becoming aware or having reason to suspect that any unnatural mortality is occurring among the rats and mice in that village, give notice to the Medical Officer of Health or, where no such officer has been appointed, to the local authority.
28; For the carrying into effect of the last two preceding regulations, a local authority or administrative officer shall, if required by a Medical Officer of Health, notify the chief, headmen and people residing in any town, village or district that is their duty to report all cases of sickness or death among rats and mice and instruct them as to the officer whom such report shall be made.
39(1); When an animal is suffering from a contagious or infectious disease which can be transmitted to human beings, or a carcass, whether the animal has died or slaughtered, has been found on examination to be infected with such disease, the place occupied by such animal or carcass shall be forthwith disinfected by, and at the expense of, the owner or occupier of such a place, to the satisfaction of the Medical Officer of Health.
12(1); The Minister may, on the application of a local community, a person, institution or organization declare, by statutory instrument, an areas that has an environmental, ecological or scientific value or significance to be a community partnership park for environmental education and recreation for the purpose of conserving, preserving and restoring genes, species or biological diversity and natural amenities and their underlying ecological structures, and may in like manner, declare that any community partnership park shall cease to be a community partnership park or that the boundaries of a community partnership park shall be altered or extended.(5) A party to a partnership agreement shall- (a) protect, conserve and manage the Community Partnership Park in respect of which it is made pursuant to the partnership agreement and the general management plan for the community partnership park.
32(1); A local community along geographical boundaries contiguous to a Chiefdom in a Game Management Area, an open area or a particular chiefdom with common interest in the wildlife and natural resources in that area, may apply to the Minister for registration as a community resource board.
33(1); The functions of the Board are to promote and develop an integrated approach to the management of human and natural resources in a Community Partnership Park, Game Management Area or open area falling under its jurisdiction.

53; A councilor shall perform civic duties and responsibilities with dignity and integrity in accordance with the code of ethics set out in the Fifth Schedule.
54; The Chief Justice shall, where the recommendation is made for a councilor to vacate office, constitute an ad hoc Local Government Code of Ethics Tribunal

70(1); Where, or by under this Act, it is provided that a document is open to the inspection by any person or class of persons, that person or class of persons may inspect or make a copy of the document on payment of a prescribed fee.(2) A document may be open for inspection by any person or class of persons during the normal office hours of the local authority.
71; A public notice required to be made by a local authority or by an officer of the local authority shall be made by publication of the notice in a newspaper of general circulation in the area of the local authority or in any manner as the Minister may approve.
Section 5 of the first attached schedule, concerning the functions of a local authority in relation to community development, prescribes that A local authority shall prepare and administer schemes for the encouragement of and participation in, community development.
